What's the difference between a Photo Library, Image Library and Image Bank?
Essentially nothing these days.
A stock photo library (such as DW Stock) is sometimes called a photo archive. The term 'photo archive' often refers to the website or physical location where the photographs are stored. Photo archives are also sometimes called image banks. As modern stock photography distributors often carry stills, video, and illustrations, none of the existing terminology provides a perfect match for the state of the industry.
However, at the end of the day, these terms are loosely used to refer to the same thing. A photo library (or image library or image bank!) is a respository of photographs (wow - big surprise that!). Some of the photos may be in 35mm format, or transparency, or more commonly these days, in digital format - taken straight from a digital camera and stored as bits & bytes on a data storage system.
As to whether you use the term photo library, image library or image bank, it really doesn't matter, as long as you understand what one is. DW Stock uses the term Picture Library as part of our name, but sometimes we alternate it with photo library (ie. DW Stock Photo Library instead of DW Stock Picture Library) out of habit. At the end of the day, our clients understand who we are and what we do and that's all that matter.
You can count on us not to get fussed about your use of one of these 3 terms, as long as you make out the check/purchase order for your stock photo purchases from us to the correct company name! :)

you the freelance services of researchers with extensive knowledge of picture
& text researching, photo-editing and rights & permission clearance. In other
words, if the images you are seeking are not in our files, we will locate them
for you, clear the necessary rights, document all images and finalise the project
on your behalf.
We can assist you in creating and establishing your own
in-house photographic collection, resulting in an efficient filing system where
previously inaccessible images can be easily retrieved and utilised for your in-house
